This would definitely take a number of people to do, but here's the plan:
About 5 agents per sector, each sector being outside an area of the mall, each agent within view of another. We start a hysterical cry that "THE ALIENS ARE COMING" start making false preparations, like duck and cover, stop drop and roll, "Quickly! Eat a ham sandwich!*pulls one out from pocket, sits on ground and nibbles at it*" A few minutes later, the agents calm down and go about their business. A few more minutes after shopping, etc, several agents with painted green faces enter the store. the other agents start screaming again and taking more "precautionary procedures."

Muhahaha I would definitely be up for that!
